By August 1st 1943, there were 12178 numbered unawarded type 1 orders
stored at orders storage vault of the Armed Forced of the USSR, plus 860
(by other information, 950) orders were already awarded by then. Until the
end of 1943, only 1537 numbered type 3 orders were produced. Therefore,
practically all of the type 2 orders are actually type 1 (early suspension type) awards,
converted by the mint to comply with June 19, 1943 regulations change.
This is evident by type 2 orders' serial numbers - practically all of them (with rare exceptions) fall into type
1 original run (approx. 13100 numbered orders).
